The video is recorded in China at the Joy Expo in Shanghai and depicts an impatient gamer, with money to burn, nudge a guy repeatedly playing a demo he is interested in.
Translated by Kotaku, we can hear the impatient rich guy say, “Let Me Play!” in Chinese several times (video below).

Stuck between a train window and a guy trying to be hard, Danny Devito’s doppelganger tried rather modestly to get himself off of a train, all while a guy auditioning to be the next Jason Statham refused to budge.
In previous era’s, free from technology and/or video devices that couldn’t capture the brilliant moments of a pudgy guy trying to get off a train, this would be a non-news story. But in an age where everything from mutilations to music videos are recorded and placed immediately onto the net, this video finds a nice niche amongst such videos as this kid pretending to be pacman, or a judge who beat his own daughter.
